Being one of those who loses the mood with the break for a condom (and having way too many guys not spend the time to bring me back), this sounds like a wonderful idea to me!  The more practical bonus, however, is that it also reduces the STD risk, which occurs when someone starts to put the condom on the wrong way, then takes it off and puts it on the right way, which sort of defeats the STD prevention purpose of the whole thing.

A Brit inventor came up with a Tool Dip type solution a while back that takes the place of a condom, but the long drying time is prohibitive
I know some people are working on a fast-dry "spray on" version too.
This does sound like it'd speed things up. I know the pause can break the mood for guys, I didn't know it was as much of an issue for ladies.

I'm not sure about other girls (but I have heard it occasionally), but for me, it's a huge mood breaker. And even when I say so, most guys don't realize they have to do all the work over again to get me back in the mood. They're already hard (they have to be to get the condom on), so they're ready to go, but I need a restart, even if I attempt to keep the mood with hands or toys. It really sucks.
