Wow, that's frightening. Oral sex is a *little* less risky, depending upon which STD we're talking about and in which direction the STD is trying to go. But people also use condoms more often with penetrative sex than they use condoms or dental dams with oral sex, and that has to be factored into the risk level, which bring it up to at least the same level of risk, IMO.
Between uniformed health care professionals and abstinence only, it's a miracle the STD rate is as low as it is!
