This industry in general takes far more risks than others. Mostly because we are out of site of OSHA. We get fair warning when the inspectors try to enter venues. Ceasing any work they would consider against the law.
Everyone in the industry knows it is done. Some companies try to prevent it. But it still happens a lot. It is just easier. It comes right down to how long and how much more effort does doing it the OSHA way take.
