That phrasing is the most common description of the Magic Wand that I've heard, and having experienced it, I think it's accurate.

What it means is that one has no choice but to orgasm - unlike many other toys, which can be pleasurable or not depending on the person and even on a situation-by-situation basis.

The screaming is involuntary. I was never a screamer, and I wasn't even much for making noise in general (I think my early experiences of illicit sex as a teenager programmed me for silence) until I got this. I didn't even realize how loud I was screaming until the second time my then-partner used it on me actually covered my mouth to muffle the volume.

I had trouble thinking of a context where I'd be screaming and enjoying myself too. In fact, I have trouble thinking of a context in which I would be screaming period. I let out squeaks and high-pitched noises of surprise, like when I'm tickled and stuff, but I see girls in horror movies, for instance, who just open their mouths and scream for all their worth, and I find myself too inhibited to do so. I even had trouble shouting in martial arts classes and stuff because it just doesn't seem like making the noise helps anything.

But, for some reason, once I started using the Magic Wand, I also started getting more vocal during sex in general, even when the Magic Wand wasn't being used, also involuntary. After a couple of years of practice, I now actually find it incredibly difficult to go back to my early silent practices, where I could have sex with someone with someone else in the room who didn't know it.
