Just passing on the official position of the various emergency agencies like police and EMT. They even make ICE apps for iphone and android. Looking for an entry labeled "mom" is likely what they do when the person does not have an ICE entry, but in many cases, "mom" may not be the appropriate person to call.

My mother lives 3,000 miles away and does not have access to my legal paperwork or even my house, nor does she have the phone numbers of people who are likely to be able to contact me when my cell is missing. My local boyfriend is a much more appropriate person to call in case of emergency or if I lose my phone.
